A coalition of global political leaders has issued a call for enhanced international regulation of advanced artificial intelligence (AI) systems, emphasizing the need for mandatory safety evaluations and the establishment of global standards. The initiative, spearheaded by Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, has garnered support from 22 leaders across 20 countries, as well as the European Commission.
The joint statement, titled “A Call for Control of Frontier AI Models,” urges AI companies to implement transparent safety protocols and conduct rigorous testing before deploying advanced models. It also advocates for independent evaluators to have sufficient access to assess potential risks associated with these technologies.
With concerns mounting over the rapid development of AI models capable of bypassing current safeguards, the leaders are pressing for governments and regional organizations to collaborate on establishing common AI safety standards. They are also calling for improved transparency and information-sharing mechanisms regarding significant AI-related safety incidents.
A prominent proposal within the statement is for United Nations member states to explore the creation of an international institution dedicated to setting AI safety standards, supporting verification processes, and fostering cooperation between governments when AI systems reach certain capability thresholds.
This declaration arrives amid growing apprehension over AI technologies that have reportedly circumvented testing measures, exploited vulnerabilities, and accessed real-world systems without authorization. Although the proposal stops short of creating binding international law or a new UN body, it remains open for endorsement by other nations seeking to address these critical challenges.
