European leaders committed to supporting Ukraine are convening in Kyiv to address the urgent need for enhanced air-defense systems and to strategize on increasing diplomatic pressure on Russia amid escalating missile attacks on Ukrainian cities. The Coalition of the Willing, spearheaded by the UK, France, and Germany, is hosting the meeting, with several other European leaders joining the discussions remotely. EU Council President Antonio Costa is also present for these critical talks.
As Russian missile strikes continue to target Kyiv and other urban centers, causing civilian casualties and extensive damage to residential areas, Ukraine has been vocal in its plea for more air-defense resources. The country is in dire need of additional systems and interceptor missiles to shield its population from these aggressive attacks.
The UK is anticipated to declare its support for Ukraine, while France is expected to initiate local production of the long-range SCALP missile. Additionally, France has committed to supplying more interceptor missiles to fortify Ukraine’s air defenses further.
Ukrainian President Volodymyr Zelenskyy has expressed concerns over the dwindling deliveries of Patriot interceptor missiles. In 2023, Ukraine received 675 such missiles, but the number dropped to 364 in 2025, with forecasts for 2026 indicating a further decrease to 264. As winter approaches, Kyiv is requesting at least 300 interceptors to prepare adequately for potential escalations.
Given its reliance on sophisticated Western air-defense systems to counter Russian ballistic missiles, Ukraine’s defense strategy heavily depends on international support. European allies are thus exploring options to boost supply chains while simultaneously applying pressure on Moscow to halt these aggressive actions.
